It was started in 1948 by John Fluke, Sr. in the then technologically-unproven northwest. Fluke Networks

In the early 90's small group within Fluke were given funds to start a new business. This group came up with what resulted in Fluke Networks. In 2000 it was spun off into its own company in 2000 but still holds close ties with Fluke, being a sister company under the Danaher Corporation.
