The 30 teams were divided into 10 groups. Each group had different rules, as follows: - Group 7 had 5 teams, with three rounds of play. Among the 5 teams, 3 of them would advance directly to the Second Round, while the other 2 teams would play against each other on a home-and-away basis in the First Round, with the winner advancing to the Second Round. In the Second Round, the 4 teams were divided into 2 pairs, playing against each other on a home-and-away basis, with the winner of each pairing advancing to the Final Round. In the Final Round, the 2 teams would play against each other on a home-and-away basis, with the winner qualifying.
