Asia and Oceania

The 15 teams were divided in four groups. Groups A and B would have teams from eastern and southeastern Asia, plus Israel. Groups C and D would have teams from the Middle East and Oceania, plus Indonesia and North Korea.


The teams in Groups A and B, except South Korea, disputed a kind of pre-tournament, to decide which teams would be in each group. Teams in each group would play against each other once. The two teams with most points in each group would advance to the Secound Round, where they would be paired 2-by-2 and play against each other once in knock-out matches. Winners of those knock-out matches would play against each other, and the winner would advance to the Final Round.


Groups C and D had 4 teams each, that would play against each other twice. Only the team with most points in each group would advance to the Second Round, where they would play against each other home-and-away in knock-out matches. The winner would advance to the Final Round.


In the Final Round, the two remaining teams would play against each other, again home-and-away. The winner of these matches would qualify to the World Cup.

Of the old footballing powers, West Germany had added to her luminaries; whereas the retirement of Pelé was symptomatic of a steep decline in Brazil; not just in footballing skills, but disappointingly also in attitude.
The Brazil that turned up in 1974 was a completely different animal from their 1970 and earlier forbears; it was not just that the cast of players was different, but the whole ethos, which was now highly negative and defensive, was the polar opposite of what everyone expected from the Latin American giants.
