In groups with 5 teams, the two teams with most points in each group would qualify to the World Cup. In groups with 4 teams, only the team with most points would qualify. The runners-up of the groups with 4 teams would be ranked. The two best ranked runners-up would also qualify.

The 1950 Football World Cup was the only World Cup ever held which was not decided by a knockout final (although the last match of the tournament did end up determining the overall winner, and this match is usually referred to as if it were a final).
For some time, the World Cup was at risk of not being held for sheer lack of interest from the international community, until Brazil presented a bid at the 1946 FIFA conference in Luxembourg offering to host the event on condition that the tournament take place in 1950.
Italy was of particular interest: the Italians were the long-standing defending champions (winners in 1938, the last World Cup prior to 1950), but the country was in ruins at the end of World War II, and at first there was little to no interest from the country in participating.
