The Forestry Commission is a non ministerial Government Department in the United Kingdom. With an office in Edinburgh, Scotland, it is now divided into three regions: Forestry Commission England, Forestry Commission Scotland and Forestry Commission Wales. It has commercial timber interests managed by regional Forest Enterprise agencies, and also owns Forest Holidays which hires out forest cabins to the general public. Recreation

The Forestry Commission is working with many user groups to promote the use of its land for recreation such as walking, cycling and horseriding. Most notable and successful is its 7stanes project in Scotland where seven purpose built areas of manmade mountain bike trails have been laid and has proved very popular.

Forest Enterprise was considering enhancing their mapping capabilities, focusing specifically on stock management (keeping track of trees) while the Forestry Authority was concerned with constraints mapping (keeping track of where grants or felling licences have been issued, areas of restricted access, wildlife conservation areas and privately managed forests) requirements.
Forests of high environmental quality famous for their landscape, their botanical interest or of unique cultural value - for instance, the New Forest and the Forest of Dean - are all managed by Forest Enterprise.
The responsibility of Forest Enterprise is also extended to the stewardship of several hundred sites of special scientific interest and forest nature reserves and their public access policy offers us the freedom to roam throughout and enjoy these woodlands, subject only to safety considerations, conservation or legal constraints.

Forest-based enterprise activities are defined here as those that use any materials or products that occur in forests or woodland, or from trees outside the forest.
Forests also provide the raw materials for many small-scale rural processing and manufacturing enterprises, such as wood for furniture and implement making, canes, reeds and vines for basket, mat and handicraft production, wood for charcoal production, nuts and seeds for oil processing, and bark for tannin processing.
The next section examines resource and environmental implications of small forest-based enterprise activities, the penultimate section looks at policy and institutional issues, and the final section draws together lessons that are emerging about constraints and potentials facing small forest-based enterprises in situations at different stages of development.
