A differenza, di Giustino Fortunato, che fu suo maestro e suo modello etico-civile, Francesco Saverio Nitti fu non solo l'apostolo delle genti meridionali, ma anche, da scienziato qual era, suggeritore di utili proposte per risolvere la questione meridionale.
Si dava, in tal modo, una risposta definitiva al problema dell'emigrazione, riguardo alla quale Nitti ebbe un atteggiamento di comprensione, ritenendola, in quel particolare momento storico-sociale, una emergenza straordinaria, necessaria a risolvere problemi individuali e familiari.
