He ran for reelection in the 1995 elections and won for a second term that expires 2001. He was invited by Miriam Defensor Santiago to run as her running mate in the 1998 elections. He founded Gabaybayan which he was the lone candidate of the party. He was lost however to Senator Gloria Macapagal Arroyo. In January 13, 2001, as Senate Majority Floor Leader, he initiated moves to place the decision of the opening of the second bank envolope to a vote. The negative vote prevails, which includes him as one who oppose the opening. That decision led to the second EDSA People Power Revolution that ousted President Joseph Estrada.
