He was born in Washington, D.C.. In 1894, he enlisted in the United States Revenue Cutter Service as a Cadet. During the Spanish-American War, he served on a Coast Guard cutter attached to the Pacific Fleet. During World War I, he was awarded the Navy Cross, in recognitiion of his services as commanding officer of the U.S.S. Aphrodite. From 1919 to 1921, he served as Aide to William F. Reynolds.
