The Free Town Project is an unofficial splinter group of the Free State Project that was started in 2003 to encourage libertarians to move en masse to Grafton, New Hampshire where they would "stop enforcement of Laws prohibiting Victimless Acts among Consenting Adults, such as Dueling, Gambling, Incest, Price-Gouging, Cannibalism and Drug Handling." The project founders, who included Larry Pendarvis, Robert Hull, Tim Condon, and Mike Lorrey, studied 21 towns before deciding on Grafton. All of the candidates were New Hampshire towns with small populations and no zoning laws. The founders decided on Grafton as a result of many factors, including available land, a generally low level of commercialism and industrialization, and local support for libertarianism.[2] A typical zoning map; this one identifies the zones, or development districts, in the city of Ontario, California Zoning is a North American term for a system of land-use regulation. ...


Whereas the Free State Project has generally attracted positive or neutral public attention, the more radical Free Town Project resulted in a meeting in Grafton for residents to learn about that project. The meeting was organized after Grafton residents learned that Robert Hull had purchased several hundered acres of land.[3]


The Grafton Focus organized the meeting for June 19th, 2004 and invited representatives from the Free State Project, Free Town Project, and the New Hampshire Libertarian party to clarify their intentions to concerned citizens.


Attending were: Amanda Phillips, President and National Spokes person, Free State Project; Tim Condon and Mike Lorrey, Representing the Free Town Project; John Babiarz, Chairman of the New Hampshire Libertarian Party; between 200-300 Grafton Residents;


[4] Several members of Free Town Project then distances themselves from the group because of dissagreements with Larry Pendarvis' methods that resulted in "bad publicity".


The Free Town Project is not active at this time, due to lack of participation, funding and "bad publicity". Free State Project members continue to move to the small town of Grafton. Robert Hull is a resident of Grafton, and has been selling property to Free state project members, as was the idea of the Free Town Project. Tim Condon is a property owner in Grafton and has never changed his intentions of moving. Recent FSP movers to Grafton include Russell Kanning.
