Fulton is a city located in Hempstead County, Arkansas. As of the 2000 census, the city had a total population of 245.


Geography

Fulton is located at 33°36'43" North, 93°48'52" West (33.611984, -93.814471)1.


According to the United States Census Bureau, the city has a total area of 0.5 km˛ (0.2 mi˛). 0.5 km˛ (0.2 mi˛) of it is land and 0.1 km˛ (0.04 mi˛) of it is water. The total area is 10.00% water.


Demographics

As of the census2 of 2000, there are 245 people, 95 households, and 68 families residing in the city. The population density is 525.5/km˛ (1,349.1/mi˛). There are 110 housing units at an average density of 236.0/km˛ (605.7/mi˛). The racial makeup of the city is 55.92% White, 43.27% Black or African American, 0.41% Native American, 0.00% Asian, 0.00% Pacific Islander, 0.00% from other races, and 0.41% from two or more races. 1.63% of the population are Hispanic or Latino of any race.


There are 95 households out of which 32.6% have children under the age of 18 living with them, 53.7% are married couples living together, 17.9% have a female householder with no husband present, and 27.4% are non-families. 25.3% of all households are made up of individuals and 14.7% have someone living alone who is 65 years of age or older. The average household size is 2.58 and the average family size is 3.04.


In the city the population is spread out with 25.7% under the age of 18, 14.3% from 18 to 24, 17.1% from 25 to 44, 28.6% from 45 to 64, and 14.3% who are 65 years of age or older. The median age is 39 years. For every 100 females there are 100.8 males. For every 100 females age 18 and over, there are 85.7 males.


The median income for a household in the city is $24,583, and the median income for a family is $29,167. Males have a median income of $21,827 versus $17,656 for females. The per capita income for the city is $11,280. 18.8% of the population and 20.0% of families are below the poverty line. Out of the total population, 27.1% of those under the age of 18 and 18.2% of those 65 and older are living below the poverty line.

Fulton County's first courthouse was built at Salem in 1843, the year after the county was created.
The constant temperature of the water, 60 degrees, favors apparently, the development of animal life; and the number of species of water plants growing near the borders, but still in the waters, such as Indian rice, water cress, marsh speedwell, etc., is the cause of allurement for fowls, especially during the winter months.
