The Further and Higher Education Acts 1992 made changes in the funding and administration of further education and higher education within the United Kingdom. Their most visible result was to allow polytechnics to become universities. In addition the Act created bodies to fund higher education in England HEFCE and further education FEFC. Universities in Scotland and Wales which had previously been funded by one UK-wide Universities Funding Council were the subject of other Acts that created higher education funding councils in each country. Further education is education in addition to that received at secondary school. ... Higher education is education provided by universities and other institutions that award academic degrees, such as university colleges, and liberal arts colleges. ... The term polytechnic, from the Greek πολύ polú meaning many and τεχνικός tekhnikós meaning arts, is commonly used in many countries to describe an institution that delivers technical education, other countries do not use the term and use alternative terminology. ... A university is an institution of higher education and of research, which grants academic degrees. ... The Higher Education Funding Council for England (HEFCE) acts on behalf of the UK Government to distribute funding to Universities and Colleges of Higher and Further Education in England. ...

The HigherEducation Funding Council for England (HEFCE) is a non-departmental public body of the Department for Education and Skills in the United Kingdom which distributes funding to Universities and Colleges of Higher and FurtherEducation in England since 1992.
It was created by the Further and HigherEducationAct1992.
In addition to distributing both teaching and research funding to highereducation institutions HEFCE is also involved with: widening participation; developing links between highereducation institutions and business and the community; and enhancing leadership, governance and management within the sector.
Highereducation is provided by three main types of institutions: universities, colleges and institutions of highereducation and art and music colleges.
As a result of the Further and HigherEducationAct of 1992, the binary line separating universities and polytechnics was abolished and polytechnics were given university status (i.e., the right to award their own degrees) and took university titles.
This provision is funded by the HigherEducation Funding Councils and the Department of Education Northern Ireland.
