He is a student from GalbadiaGarden, one of three academies for training elite mercenaries in the Final Fantasy VIII world; unlike his teammates Squall Leonhart, Quistis Trepe, Zell Dincht, and Selphie Tilmitt, he has not yet graduated to the rank of SeeD.
He uses rifles in combat, and despite his student status, he is the most skilled sharpshooter in GalbadiaGarden.
Balamb Garden, where Squall, Quistis, Zell, Seifer, and eventually Selphie were all trained, encourages the practice of junctioning powerful magical beings called Guardian Forces, or GFs.
GalbadiaGarden is located near the capitol of the Galbadia Empire; a city called Deling, and is closely related to the Galbadia Government and its military operations.
This involved using GalbadiaGarden to invade the city of Balamb and to ambush Balamb Garden on the Centra continent.
Although it will be years before the new GalbadiaGarden is the size it was prior to the War of the Gardens, it continued to have strong support from the Galbadia Republic under its new president, General Carroway.
