Applicants from any country other than the United Kingdom are eligible. Approximately 100 new Gates scholars are elected each year, with about 230 Gates scholars studying at Cambridge at any one time: about 100 of these are to be from the United States.
The scholarships are similar to Oxford's Rhodes Scholarships, although the Gates scholarships are much younger.
One of the Gates Scholars' activities is to self-elect a committee called the "Gates Scholars' Council" to oversee the social networking of the Gates Scholars, while working in conjunction with the Gates Scholarship Trustees and Bill Gates Sr to promote scholarship aims. Past Chairs of the Gates Scholars' Council include Sean Bennett, Jennifer Gibson, and Moncef Tanfour.

The GatesCambridgeScholarships were established with a $210 million endowment by the Bill and Melinda Gates Foundation in 2000 to enable outstanding graduate students from outside the United Kingdom to study at the University of Cambridge.
The Trustees are required to award scholarships on the basis of a person's intellectual ability, leadership capacity and desire to use their knowledge to contribute to society throughout the world by providing service to their communities and applying their talents and knowledge to improve the lives of others.
In cooperation with the GatesCambridge Trust, the University and various academic and professional organizations, the council has organized a number of successful academic, social and professional events that have distinguished and built the reputation of the Gates Scholars at Cambridge University.
The GatesCambridgeScholarships are aimed primarily at graduate students.
Gates Scholars are likely to gain privilege as a result of their studies at Cambridge.
The GatesCambridgeScholarship website, the Graduate Study Prospectus, the Undergraduate Prospectus, the CUSU Alternative Prospectus (primarily for undergraduates) and the Graduate Union Alternative Prospectus offer good sources of information on colleges and courses of study.
