Gaza settlers charged that the government is already preparing to throw them out of their homes.
The barrier and the Gaza withdrawal are hallmarks of Prime Minister Ariel Sharon's "disengagement" plan, which he said is meant to reduce friction between Israel and the Palestinians.
Since capturing the West Bank and Gaza Strip in the 1967 Mideast war, Israel has said the convention does not apply to the West Bank because the region does not belong to another country, and it insists the dispute with the Palestinians be decided through negotiations.

Mr Sharon, previously viewed as a champion of settlers, first revealed his intentions for Gaza in an interview with the left-wing Haaretz newspaper.
"I have given the order to plan for the evacuation of 17 settlements in the Gaza Strip," he was quoted as saying.
Mr Sharon has previously said that he supports the US-sponsored peace plan known as the roadmap, under which Israel is required to remove all settlements established in the Palestinian territories of Gaza and the West Bank since he came to power in 2001.
