In theoretical physics, general covariance (also known as diffeomorphism covariance) is the invariance of the form of physical laws under arbitrary coordinate transformations. More precisely, this means that physical laws take the same mathematical form in all coordinate systems whose metric can be locally reduced everywhere to the Minkowski form ( Minkowski metric) under a coordinate transformation. The principle of general covariance was formulated by Einstein who wanted to extend the Lorentz covariance in Special Relativity to non-inertial frames. All known physical theories such as electrodynamics must necessarily have a generally covariant formulation. Modern textbooks tend to define the general principle as being the principle that all relationships between frames of reference can be said to be purely relative.

The reluctance to discard the special theory as a separate theory may be due largely to the fact that it represents a simple and widely- applicable special case of the general theory, and it's convenient to have a name for this limiting case.
The basic point is that although special relativity serves as the local limiting case of the general theory, it is not able to stand alone, because it cannot identify the applicability of its premises, which renders it incapable of yielding definite macroscopic conclusions about the physical world.
We can compare this to the general theory of relativity, which is compelled by the equivalence principle to represent the metric of spacetime as (so to speak) "the field of all fields".
