The downfall of Theotokis' government caused new political anomaly, culminating at violent incidents such as the "Sanidika", while government instability in the subsequent period (1902-4) made more felt the impasse of the country, the "ill luck", according to the common phrasing of contemporaries.
Georgios Theotokis, who had held the office of prime minister for approximately a ten-year period notwithstanding certain interruptions, led the country -following slow and hesitant steps- to the direction of reorganization after the defeat despite his gradual retreat from the progressive and restorative programme of Trikoupis.
He dealt in particular with the reconstruction of economy after the bankruptcy, whereas, especially in the period 1906-9, aimed at reorganizing the army, bearing in mind that international politics aimed at the partitioning of the Ottoman Empire and that Greece should be in readiness to stand up against imminent military confrontations.
