The German University in Cairo was founded in October 2003 with Dr. Ashraf Mansour as a prime founder. Support was provided by the universities of Ulm and Stuttgart , the universities of Mannheim and Tübingen joined as cooperation partners also the DAAD supported the project by providing funds as well as some other shareholders.
