Lang stated the current landowner would be forced to make a decision immediately on whether to annex into the Town of Cary, and a church/school would not buy this property in the future if it was not annexed.
Lang stated if the town puts in infrastructure and then assesses, but yet leaves the adequate public facilities ordinance in place, then the development will naturally go where there infrastructure is. He stated if new areas could be done this way, then the Town would drive the location of population growth.
Lang stated in the past the fees were not high enough, and the Town did not collect enough; therefore, the payment in lieu did not cover the cost.
