She was born in Brownsville, Texas, was educated at Texas Southmost College and was a member of the Norwalk, California City Council and a member of the California Assembly before entering the House. She was born in Brownsville, Texas, was educated at Texas Southmost College and was a member of the Norwalk, California City Council and a member of the California Assembly before entering the House.
In 2000, the two dominant parties in the state of California co-operatively redrew both state and federal legislative districts to preserve the status quo, ensuring the electoral safety of the politicians, thereby reducing the amount of influence the electorate have over elections.

Graciela Flores Napolitano was born and raised in the border community of Brownsville, Texas.
Napolitano began her political career as a member of the Norwaik City Council, winning her first election in 1986 by a mere 28 votes.
Grace has also taken an active role in reforming the system of federal "contract bundling," an impediment to many small businesses, and is helping minorities, women and new entrepreneurs secure critically-needed business capital.
