Inspired by the Danny Wallace television series 'How to Build Your own Country', it was founded on the 16th August 2005 by student teacher Robert Harold Stephens, as a way of creating enjoyable lesson opportunities for his class. Stephens refers to himself as the "Grand Duke Louis of the Lagoan Isles". Stephens claims that the islands that constitute the Lagoan Isles have never technically been owned by Portsmouth City Council, but nonetheless sent a "letter of independence" to the Lord Mayor of that city. Apart from this action, the Lagoan Isles appear to have no existence outside the internet website created for them by Stephens. As with any micronation, the legitimacy of the Lagoan Isles is questionable. Stephens maintains that the Lagoan Isles are a real nation, with the goal of eventual international recognition.
