Description The harbour mouth faces north east and is bounded to the north by St Elmo's Point and further sheltered by an isolated breakwater and is bounded to the south by Ricasoli Point. Its north west shore is formed by the Scebarras peninsula, which is largely covered by the city of Valletta and its suburb Floriana. This peninsula also divides Grand Harbour from a second parallel natural harbour, Marsamxett Harbour. The main waterway of Grand Harbour continues inland almost to Marsa. The south eastern shore of the harbour is formed by a number of inlets and headlands, principally Rinella Creek, Kalkara Creek, Dockyard Creek, and French Creek, which are covered by Kalkara and the Three Cities: Cospicua, Vittoriosa, and Senglea. Breakwaters create safe harbors, but can also trap sediment moving along the coast. ...

| History Grand Harbour was the base for the Knights of St John for 268 years, and after their departure became a strategic base for the British for a further 170 years. It was the site in the late 16th century of a devastating tornado that killed 600 people and destroyed a shipping armada. The area was the scene of much of the fighting in the First Siege of Malta when the Turks attempted to eject the Knights of St John. The whole area was savagely bombed during the Second Siege of Malta during World War II, as the docks and military installations around the port were legitimate targets for Axis bombers. However collateral damage wrecked much of Valletta and The Three Cities, and caused large numbers of civilian casualties. The Knights Hospitaller (the or Knights of Malta or Knights of Rhodes) is a tradition which began as a Benedictine nursing Order founded in the 11th century based in the Holy Land, but soon became a militant Christian Chivalric Order under its own charter, and was charged with the care...

A Vision for Malta's Grand Harbour
The Grand Harbour, the backdrop to Malta's History, is set to experience a regeneration as Maltese Government on 1st September, 2007, unveiled 20 proposed projects that would revamp the area while respecting it historic value. At a conference at the Mediterranean Conference Centre (Dar il-Mediterran għall-Konferenzi), Investments Minister Dr. Austin Gatt said he believed the projects ought to be carried out by the private sector or through public-private partnerships as in that way the Maltese economy would benefit. Austin Gatt (born July 29, 1953) is Minister for Investment, Industry and IT of Malta. ...
The 20 proposals are these:
A New Cruise Liner Terminal in Senglea The creation of a new cruise liner quay, which complements the Valletta Waterfront, will be developed on the side of French Creek (Daħlet il-Franċiżi) from Senglea Point to Dock No. 2. The disembarkation of passengers in the area will bring them closer to the urban and historic treasures of the Three Cities, and will generate ancillary activities that will inject new life into the community, the same way as it did in Valletta. Senglea is a fortified city in the east of Malta, mainly in the Grand Harbour area. ...

This development will take place once a new quay and other new, adequate facilities are created for this form of trade, complete with transport, especially sea transportation.
Extending the Valletta Cruise Liner Terminal The cruise liner terminal will be extended from the point where it ends, next to Custome House before Ta' Liesse, to the Imgerbeb Point under the Lower Barrakka Gardens. This will essentially double the cruise liner facilities and make use of underutilised space, which has value for tourism. Lower Barrakka Gardens The Lower Baracca Gardens is a garden in Valletta, Malta. ...
The extension will involve the construction of a new quay, away from the shore, so that the natural shoreline of Valletta will remain unchanged. Like Pinto Wharf, such an expansion will allow us to offer a bigger and better product for cruise liners. It will also place at the forefront Malta's role as a strategic base from where they can operate, and not solely considered as another destination. Valletta, population 6,315 (official estimate for 2005), is the capital city of Malta. ...
One Promenade from Ricasoli to Senglea The promenade will be extended from Kalkara to the Birgu peninsula, under Fort St. Angelo to the mouth of the Dockyard, connecting those who wish to take a stroll between Ricasoli and Kalkara. This link existing promenades to provide a continous walk along Birgu, Bormla, on to Dock No. 1, along the Senglea peninsula, righ up to Dock No.2, next to French Creek (Daħlet il-Franċiżi). This will be the best way to experience the Grand Harbour in a tengible way. Kalkara is a small town in Malta, with a current population of 3000. ...

New Yacht Marina in Kalkara The government will study the potential of a new yacht marina in Kalkara Creek (Daħlet il-Kalkara). The development of this marina will depend on its commercial viability, since the bay's location would require a new breakwater.
An Excellent Hotel for the Grand Harbour The opening of Mater Dei Hospital means that Sir Paul Boffa Hospital will requish its current use, paving the way for its transformation as a hotel of the highest level. This beautiful building will be an asset for the new Grand Harbour plans. Mater Dei Hospital in Msida, Malta, is the new state of the art national hospital of Malta. ...
The increased activity of cruise liners coupled with the use of the Grand Harbour for audiovisual activities and the potentaial of attracting international organisations - all proposed in this vision - require an improvement in the hospitality infrastructure and the government sees this building as a good opportunity towards this aim.
A New Tourism and Cultural Sector The quays surrounding the Menqa (tal-Pont, tal-Braken, tal-Ħatab and taċ=Ċangatura), have the potential to be developed to generate new tourism activity. The government feels that the dilapidated and abandoned buildings in the area can be used to revive the area and provide a mixture of entertainment round the clock. Converting the dilapidated warehouse will pave the way for cultural and tourism initiatives. Our experience with Pinto Wharf shows this is a realistic target and proves that the private sector is capable of responding to new opportunities. The government believes there should be the space for the arts and contempory theatre to thrive in the area Developing an underwater connection from Ras Ħanżira will also spell an end to the need for large vessels to enter Moll taċ-Ċangatura to unload oil.
