The normative definition of ZMVM

The definition of the ZMCM is considered to be positive in that all municipalities fulfill all or the majority of the requirements to be considered part of the conurbated area. This definition is used in contrast to the normative definition of the Metropolitan Area of the Valley of Mexico (Zona Metropolitana del Valle de México, ZMVM) which was defined to forecast the growth of the conurbated area and plan for its urban development in the long run. The ZMVM therefore includes 18 more municipalites of the State of Mexico that are not yet part of the conurbation area, but are considered strategic as the city grows and integrates them:

  • Hueypoztla
  • Isidro Fabela
  • Jilotzingo
  • Juchitepec
  • Nopaltepec
  • Otumba
  • Ozumba
  • Temascalapa
  • Tenango del Aire

Mexico City, as a municipality, was founded in 1521 by Cortés in the middle of the now drained Lake Texcoco on the ruins of Tenochtitlan, the capital of the Aztec Empire, and of its lesser-known twin city Tlatelolco.
