As of the censusGR2 of 2000, there were 4,103 people, 1,639 households, and 1,124 families residing in the village. The population density was 1,287.9/km² (3,329.3/mi²). There were 1,687 housing units at an average density of 529.6/km² (1,368.9/mi²). The racial makeup of the village was 94.66% White, 2.68% African American, 0.02% Native American, 0.37% Asian, 0.39% from other races, and 1.88% from two or more races. There were 1,639 households out of which 34.5% had children under the age of 18 living with them, 50.3% were married couples living together, 14.2% had a female householder with no husband present, and 31.4% were non-families. 27.0% of all households were made up of individuals and 8.5% had someone living alone who was 65 years of age or older. The average household size was 2.45 and the average family size was 2.98. Great Place to Live

Greenhills is a unique village comprised of caring people, who understand the meaning of community spirit. Greenhills proudly supports their own Police Department, volunteer Fire Department, community pool, golf course and other amenities.


Problems

- The Greenhills Police have a reputation, within the city of Cincinnati as a whole, for being far too strict as traffic regulators.


- While far from oppressive, the local government as a whole is perceived as nosey and excessively concerned with superficial property appearance controls, which it enforces with exorbitant fines that it itself is the sole arbiter in determining violation thereof. The local government is quick to accuse its citizens of such violations without any evidence outside of their own jurisprudence and initial claim (which, of course, are no evidence at all). The entire system is set against the individual and supposed criminal, for it would be entirely too costly to debate the matter without a lawyer whose fees are greater than those of the arbitrary court. Therefore, the local government can easily get away with whatever unjust fees it so dares against the people who allow it to exist.


- Many in the community wonder if the long-term social and economic cost of fusing what used to be the Greenhills school system with the Forest Park school system, now manifest conjoined as the Winton Woods system, outweighs what were touted as the short-term benefits of combination. Declining property values, depreciated market, failed attempts at reinvigoration, and the poor shape of the shopping center would indicate this. Many citizens see the current, tax-funded plan to build/contract "nicer" homes that vastly outprice the neighborhoods of their placement (which has not come to any fruition after many, many months of being open for sale), overlooks the root political cause, and is a doomed-to-fail shortcut and unjust waste of money.


- The face of the local village government has undergone little change in many years, and often goes unchallenged in the elections altogether (which are themselves not much publicized or talked about). While one could cite satisfaction with the local government as the reason for the quiet, it is more likely that the elections are unconsciously ignored, poorly understood and perceived as closed to change. These problems are due to the lack of real community identity, something that becomes less cherished with each passing generation in the village.


- The community is quick to accept big government "beautification" bonds, in hope that superfluous vanity benches and ill-placed bus stops will attract serious middle-class homeowners who are unlikely to utilize any of the supposed perks.
