Carman was born in Farmingdale, New York. He graduated from St. Lawrence University in 1958 and the University of Virginia School of Law in 1962. He served in the United States Army from 1958 until 1964. He was a member of the Town Board of Oyster Bay, New York from 1972 until 1980. He was elected to Congress in 1980 and represented New York's 3rd congressional district from January 3, 1981 until January 3, 1983.
