CHNO in Sudbury was an AM oldies station when Haliburton acquired it from Pelmorex; a stipulation in the CRTC's approval of the transaction allowed it to move to FM. In 2000, it relaunched at 103.9 as top 40 station Z103. After a short time, it was sold in 2001 to the larger Newcap Broadcasting for significantly more than it had been acquired for. The CRTC, wary of potential "license trafficking," accepted the sale on the grounds that Haliburton had been losing money with CHNO, and would reinvest the proceeds into its contemporaneous purchase of CKLP in Parry Sound. Haliburton applied to the CRTC to move the stations to FM, and on February 3, 2000, CHNO moved to 103.9.
The station was originally licensed to broadcast at 100 kilowatts, but because of transmitter interference to the Sudbury Airport the station's license was permanently amended to 11 kilowatts.
In 2003, Friends of Canadian Broadcasting filed a brief with the CRTC alleging that CHNO was operating in a de facto local management agreement with the Rogers Communications stations in the city, CJRQ, CIGM and CJMX.

Haliburton requested a broadcasting licence to operate a new English-language FM commercial radio programming undertaking in North Bay at 106.3 MHz (channel 292B1) with an effective radiated power (ERP) of 10,000 watts.
Haliburton proposed to exceed the minimum contribution as set out in Public Notice 1995-196, by contributing an additional $5,000 annually towards the development of Canadian talent.
