The peninsula, bordered by Halifax Harbour, the Northwest Arm, and the Bedford Basin, is the part of Halifax that was first settled. The city was built within a network of Citadels on the eastern edge of the peninsula, although only one of these still remains. The city eventually expanded to the north, south, and west. This area still contains the city's financil district, likely the most important of the Atlantic Provinces'. It is also an important cultural center, with many attractions including Citadel Hill, the Public Gardens, Neptune Theatre, the Halifax Metro Centre, several post-seconday institutions, including Dalhousie and Saint Mary's universities, a major naval base, and the most bars per capita of any Canadian city. Halifax (44°39′ N 63°35′ W, AST) is a Canadian city, the provincial capital and largest population centre in Nova Scotia, and the economic centre of the Atlantic Provinces.
In 1995, an Act to Incorporate the Halifax Regional Municipality received Royal Assent in the provincial legislature and the HRM was created on April 1, 1996 by amalgamating the neighbouring cities of Halifax and Dartmouth with the town of Bedford and rural Halifax County.
Halifax's main form of public transportation is the bus, however, as of 2004 the mayor, Peter Kelly, and several regional councillors also favour instituting a commuter rail system on current and abandoned railway lines in the area.
