This was the second Tom Petty album on the Backstreet Records label. The album's release was delayed while Petty and his distributor MCA Records argued about the list price. The album was slated to be the next MCA release with the new list price of $9.98, following Steely Dan's Gaucho and the Xanadu soundtrack. This so-called "superstar pricing" was $1.00 more than the standard industry price of $8.98. Petty refused to comply to their wishes, threatening to use his artistic control to change the album title to "$9.98" so he could call attention to the price hike. He threatened to withhold the album from the label and organized a fan protest. Rather than risk further negative publicity the record company agreed to a list price of $8.98. "Hard Promises" is a bit like a doing a rural remake of "A Tree Grows In Brooklyn" into which you incorporate the basic premise of "Sweet Home Alabama".
Hard Promises tells a tale of such a man, Joey, performed by William L. Petersen who most will recognize from the TV crime drama CSI.
Despite Joey's selfish preoccupation with the search for something, it is hard to be angry with him, as his awareness is much similar with that of an irresponsible child who does not truly understands what he does that hurts others.
