Harrogate was granted status as a borough A borough is a local government administrative subdivision used in the Canadian province of Quebec, in some states of the United States, and formerly in New Zealand.

In 1974 the former a county borough of Leeds was merged with the towns of Morley, Otley, Pudsey, and other surrounding areas to form a metropolitan borough—the city status of the county borough being transfered to the new metropolitan borough.
