The District of Highlands (locally known as "The Highlands") is a municipal district on the Saanich Peninsula, near Victoria, British Columbia, Canada. As one of the Western Communities or West Shore municipalities outside Victoria, Highlands has a population of 1,674. The region stretches along the Strait of Juan de Fuca shoreline from Esquimalt Harbour to Rocky Point. One of the more remote and undeveloped areas of the Capital Regional District, it is one of its newest municipalities, having for many years been an unorganized area under provincial jurisdiction.
