As a bribe, and as an earnest of his good faith, he presents to the Commdora, the wife of the leader of Korell, a glowing nucleic belt that casts a luminous glow over the wearer. He discovers that the Korrellians do in fact maintain vestiges of atomic technology.

When he returns to Terminus, he is accused of being a traitor for not spreading the pseudo-religion created by the Foundation and for allowing a Foundation missionary to be killed. He defends himself successfully at trial, and on the back of the resultant publicity, he then wins the mayoral election, becoming the leader of Terminus. While serving as Mayor, he encounters the next of the Seldon Crises. This one is an imminent war with Korell. He manages to solve the crisis before it even begins, however, by making the Korellian economy dependent on Foundation merchandise before they attack. The war ends three years later as one of "the least fought wars in Galactic History", as quoted by the fictional Encyclopedia Galactica. In doing so, Mallow transfers the power and influence of the Foundation from being Religious to being Economic, turning it into a successful plutocracy.
