Jet aircraft generate a considerable amount of noise, contributing to noise pollution near airports. Hush kits are used on the many older freight and passenger aircraft stil in service, such as the B-727, DC-9 and DC-8. While hush kits effectively reduce noise emissions from older aircraft, noise cannot always be reduced to the level of modern planes at a reasonable cost. In 1999 this has led to a dispute between the United States and the European Union. The EU's proposed noise ordinances effectively prevented the use of hush kitted aircraft in Europe, reducing the value of the mostly American used airplanes so equipped and hurting the profits of American hush kit manufacturers. These particular hush kits had been designed and sold by ABS Partnership, a low-profile, privately held company based in Sparks, Nev. In fact, ABS itself had hired Friedman to double-check the hush kits to make certain they were of top quality and were being installed properly.
Hush kits are installed on airplanes because airplanes make a lot of noise, especially during takeoff and landing.
Questions about the hush kits should only be taken seriously, of course, if Friedman's report turns out to be accurate and fair, and if his own credibility is not challenged.

Regardless of its intent, however, the outcome of the hush kit ban will be unfortunate: a technology that allows airlines to meet established guidelines is prohibited, and the alternative yields an illegitimate competitive advantage to the home team.
In addition, hush kit manufacturers will see their sales decrease sharply and their investments in research and development for the next generation of hush kits will be wiped out.
