HYDRA is a terrorist organization in the fictional Marvel Universe. It was originally headed by Baron Wolfgang von Strucker, under the aegis of the NaziRed Skull. HYDRA collapsed after the destruction of Hydra Island by Nick Fury; however, splinters of the group remained and eventually HYDRA was reformed.
In recent years, HYDRA has also had to deal with such upstarts as Silver Sable and her Wild Pack, Iron Fist, DareDevil and even former member the Kingpin.
Another Spidey mainstay, Silvermane, became the Supreme HYDRA when he got fed up with Maggia infighting, but scurried back to his mob job when he realized there were worse things out there than Spider-Man. Viper once called herself Madame Hydra, and still tints her hair green as a salute to the old HYDRA color scheme.
Hydra was close to obtaining nuclear weaponry, and thus achieving the means to conquer the Earth, when Hydra Island was invaded by Captain Simon Savage's U.S. Marine commandos, the Leatherneck Raiders, and their Japanese counterparts, the so-called Samurai Squad.
All that remained were Hydra agents who had either been meant to hide it from the Spore in smaller shelters, or had been left to their fate.
The remnant of HYDRA in the New York City area was led first by Madame Hydra, and later by the Grim Reaper and the Space.
