ICOM shall take such steps as are necessary and appropriate to obtain such privileges and benefits as may be available under the law of the land where the ICOM registered office and Secretariat are located.
Upon receipt by the ICOM Secretariat of the details of admission of a new member and the annual subscription for the current financial year, the member shall be supplied as soon as practicable with proof of membership and such other services as are provided to members.

The Treasurer shall be responsible for the development and presentation of the triennial budget of ICOM at each General Assembly, and of a draft annual budget for each succeeding year at the annual meetings of the Advisory Committee and the Executive Council.
The Secretary-General of ICOM shall be its chief executive officer, and shall be responsible to the Executive Council for the efficient and effective administration of ICOM, and for the operations of the Secretariat.
In any State where an officially constituted ICOM National Committee exists, a special bank account may be opened, with the approval of the Executive Council and in accordance with the laws of that State, for depositing funds which are the property of ICOM in that State but which are not freely transferable.
