Niiniluoto (1994, 40) ei kuitenkaan anna näihin suoralta kädeltä vastausta, vaan toteaa, että suomalaisten on tehtävä selviytymisstrategiastaan yhteinen sopimus ja sovittava kriisiajan etiikasta.
Niiniluoto on kiristysvaateineen kuitenkin piirun verran myöhässä, sillä valtiovarainministeriö oli jo ehtinyt vuoden 1994 tulo- ja menoarviossa esittää, että korkeakoulujen voimavaroja lisätään viimeistään vuodesta 1995 alkaen siten, että kansallisen innovaatiojärjestelmän toimivuus turvataan.
