The Illinois Eastern Community Colleges is an organization of community colleges located near the western bank of the Wabash River, which divides Illinois from Indiana. Illinois residents from the IECC district benefit from a reciprocal agreement where nearly all of the out-of-state fees to attend the University of Southern Indiana are waived, in exchange for similar tuition discounts for Indiana students in IECC schools. The schools themselves are extremely inexpensive, and offer numerous night classes and distance learning courses for non-traditional students. Occupational courses are offered in coal mining and diesel technologies as well as Commercial Driver's License training. English as a second language, or ESL, courses are offered in the district as well. Many foreign students seem to benefit from the safe, relaxed, small town environments offered by member schools. In 1959 separate junior college districts were authorized by allowing any compact and contiguous territory to be organized as a junior college district with an elected board of education with authority to maintain and operate the college and levy taxes for its operation.
