The design of the flag of Ceuta reflects the town's relation with Portugal (which conquered it from the Moroccan Moors in 1415 and kept it until 1640): the coat of arms is basically the traditional Portuguese coat of Arms, while the gironné background is the most commonly used by Portuguese municipalities (e.g. Flag of Lisbon, Flag of Porto, etc.).
