American public schools "have held time constant and let learning vary," the commission found, adding that the typical school year -- 180 six-hour days, with classes lasting an average of 51 minutes -- is too time bound for good teaching and learning, especially in core academic subjects.
Time is relative to other school reform factors, such as high expectations for students and high professional standards for teachers, the commission said.
During academic learning time, he explained, students are attending to academic work related to outcomes for the subject they're studying and are successfully completing their assigned work.
