The Information Centre for Human Rights and Democracy is a human rights organization based in Hong Kong that provides information human rights abuses in mainland China for news outlets. It is run single-handedly by Frank Lu Siqing.


A municipal court document obtained by Lu claims his information center was "registered in Hong Kong by foreign hostile element Frank Lu Siqing."


Lu may be able to continue his operations legally as Hong Kong is presently governed under one country, two systems.


Lu has been imprisoned in mainly China twice. First in 1981 for calling for freedom of speech and again in 1989 for supporting the Tiananmen Square pro-democracy movement.

Human rights refers to the concept of human beings as having universal rights, or status, regardless of legal jurisdiction or other localizing factors, such as ethnicity and nationality.
The term "human rights" has replaced the term "natural rights" in popularity, because the rights are less and less frequently seen as requiring natural law for their existence.
Human rights have historically arisen from the need to protect citizens from abuse by the state and this might suggest that all mankind has a duty to intervene and protect people wherever they are.
