Internet Connection Sharing (ICS) is the name given by Microsoft to a feature in newer versions of its Windows operating system (as of Windows 98 Second Edition) for sharing a single Internet connection on one computer between other computers on the same local area network. It makes use of DHCP and Network address translation (NAT). Microsoft Windows is a range of commercial operating environments for personal computers. ... On the host computer the 'shared' connection is set to enable ICS in a property dialog, and another connection is connected to the other computers that will use the shared connection.

ICS offers configuration for other standard services and some configuration of NAT. However, while ICS makes use of DHCP, there is no way to review DHCP leases using ICS. The service is also not customizable in terms of which addresses are used for the internal subnet, and contains no provisions for bandwidth limiting or other features common to more advanced systems.

What is Internet Connection Sharing? - Ask Leo! (1169 words)
Internet Connection Sharing, or ICS, is exactly what its name implies - a way for a computer to share its connection to the internet.
In the case of dial-up, that typically means the computer needs both a modem or phone connection to connect to the internet, as well as a network connection to connect to the other computers on a local area network or LAN.
In the case of a broadband connection to the internet that might mean the computer would actually need two network adapters - one for the internet and one for the LAN.
