I-680 succeeded State Route 21 as the primary Benicia-Fremont highway in the mid-1960s. At that time, I-680 was constructed between the newly truncated Route 21's terminus in Benicia and Interstate 80 (née US 40) in Vallejo. In 1976, that segment became Interstate 780, and the 680 designation was moved to the last remaining portion of Route 21, which connected Benicia to Cordelia. This effectively established 680 as the outer East Bay's main connection to northern areas of the Central Valley, including Sacramento. There are interstate highways in Hawaii, funded in the same way as in the other states, but entirely within Hawaii.
By initial planning, the Interstate system was desinged to be able to move traffic at speeds of 75 to 80 miles per hour except in limited stretches (such as steep mountain passes) where this would not be practical.
For example, part of California highway 17 connecting Oakland and San Jose was renamed as I-880 in the mid 1980s.

The former cloverleaf at the junction of Interstates 580 and 680 is in the midst of a reconstruction, and the freeway between Pleasanton and Concord has recently been expanded.
Northbound Interstate 680 approaches Exit 30, Junction Interstate 580 east to Stockton, Fresno, and the Central Valley and west to Oakland and San Francisco.
