The league was formed from a merger of the Isthmian League First Division and the Isthmian League Second Division at the end of the 2001-02 season. The idea was to reduce travel distance for teams in the Isthmian league. However, the creation of the Conference South reduced the number of teams in the Isthmian League, meaning only one First Division was necessary. The F.A., however, decided that there should be 6, rather than 4, 'step four' divsions of the National League System, again to reduce travel costs. As a result, the First Division North will be reformed for the 2006-07 season, taking teams from the various leagues below it.
