Graduated from Kazan Aviation Institute in 1954 with a specialty of mechanical engineer. Worked at the Gorky Aviation Plant (Gorky is now Nizhny Novgorod), advancing from the lowest level in 1954 when he started to the CEO of the plant (1971-1974). After that moved to Moscow to work in the Soviet Union government. Served as Deputy Minister of Aviation Industry of Soviet Union (1974-1977), First Deputy Minister of Aviation Industry of Soviet Union (1977-1980), Minister of Machine-Tool Construction and Tool Production Industry of Soviet Union (1980-1981), Minister of Aviation Industry of Soviet Union (1981-1985), First Deputy Prime Minister of Soviet Union (1985-1990). After being replaced as the Prime Minister of Russia by Boris Yeltsin, served as representative of Russia at European Community (1991-1994). Ivan Stepanovich Silayev had studied Kazan Aviation Institute, worked as engineer in the military-industrial complex in Gorky (now Nizhniy-Novgorod) from 1954 through 1974, was promoted to plant director 1971, and won a Lenin Prize in 1972.
He was deputy minister of aircraft industry of the USSR from 1974 through 1980, and served as the Minister from 20 February 1981 though 01 November 1985.
A member of the Communist Party 1959-91 and of its Central Committee 1981-91, Silayev emerged as a reformer in 1990, founding the Democratic Reform Movement (with former foreign minister Shevardnadze After the failure of the August 1991 anti-Gorbachev attempted coup, he was appointed Soviet prime minister and given charge of the economy until December 1991.

Ivan Silayev, the former Russian prime minister and now head of the inter-Republican Economic Committee a Soviet quasi-government, warned of "tragic and armed conflicts" if Ukraine does not join the union.
Silayev also declared that "Russia did not agree" that Crimea should remain part of Ukraine, adding that only 37 percent of residents of Simferopil, Crimea's capital, voted for independence.
Silayev, a representative of the military-industrial complex, is said to have strong support in the Russian Parliament.
