James Loy

Admiral James Milton Loy (born August 10, 1942) is the Deputy Secretary of the U.S. Department of Homeland Security (DHS).


He has been Acting Secretary of Homeland Security, since Tom Ridge left the office on February 1, 2005 while President George W. Bush's nominee for the office, Michael Chertoff, has not yet had confirmation hearings before the U.S. Senate. Loy will resign effective March 1, 2005.


Born in Altoona, Pennsylvania, Loy entered the United States Coast Guard Academy in 1960. He served as a commissioned officer in the U.S. Coast Guard, rising to the rank of Admiral. In May 1998, Loy became Commandant of the Coast Guard, serving in that post until 2002.


In May, 2002, Secretary of the U.S. Department of Transportation Norman Mineta appointed Loy to become the Deputy Undersecretary for the newly-formed Transportation Security Administration. Loy led the agency through its creation and subsequent incorporation into the Department of Homeland Security.


In 2003, Loy was appointed Deputy Secretary of Homeland Security. He was nominated by President George W. Bush on October 23, 2003, confirmed by the U.S. Senate on November 25, 2003, and sworn in as Deputy Secretary on December 4, 2003.
