Jim (James) Maddin was born in Kerrobert, Saskatchewan, and lived in various locations in western Canada.


Jim was a long-time police officer in the city of Saskatoon. He retired in 1997 after 25 years with the rank of Superintendent in charge of the human resources division. He was a Saskatoon city councillor from 1997 to 2000, and ran for Mayor in 2000. He won the election and served until 2003 when he lost to Don Atchison.
