The Jiedushi (T: 節度使 S: 节度使) were regional military governors in China during the Tang Dynasty and the Five Dynasties and Ten Kingdoms Period. Originally set up to counter external threats, the jiedushi were given enormous power, including the ability to maintain their own armies, collect taxes, and pass their titles on hereditarily. Powerful jiedushi eventually eclipsed the power of the central government; a famous example would be that of An Lushan, who was appointed Jiedushi of three regions and eventually started the An Lushan Rebellion. He was awarded the position of military governor (jiedushi) of Dingnan, and King of Xiping by Emperor Zhenzong of Song China.
It is believed that as Emperor Zhenzong aceeded the throne he bestowed this position, along with the recognition of Li Jiqian's new Empire of Xia, to avoid lengthy and expensive military campaigns.
