A total of 30,000 mu (2,000 hectares) of sloping farmland in Jinyang was reforested last year, in line with the quota assigned the county under the national tuigeng huanlin ('returning arable land to forest') policy.
Last year, Jinyang county government raised no more than CNY 5.85 million, which was not even enough to cover the salaries of the county's 3,000 government employees (including 1,200 schoolteachers).
According to the Jinyang Red Cross Association, not one of the Public Health Bureau's 253 health personnel is a fully qualified graduate of a medical university, and only 25 are graduates of senior vocational schools.
