In 1960 Marangella was the chairman of the Bahá'í National Spiritual Assembly of the Bahá'ís of France. When Charles Mason Remey announced his claim to the Guardianship of the Bahá'í Faith, Marangella recognised this claim. As a result Marangella was declared a "Covenant-Breaker" and expelled (Bahá'ís don't tend to use the term excommunicated) from the community. In 1961 Remey wrote a letter appointing Marangella to be the third Guardian of the Orthodox Bahá'í Faith. In 1964, Remey, who had previously set up the Second International Bahai Council seen as the embryonic Universal House of Justice, appointed Joel Bray Marangella to be its President. Today (2005) there are about 79 locations where Orthodox Bahá'ís reside around the world; mostly in the U.S., India, and Africa. Exact figures as tomemebrship are not released according to the instructions of Abdul-Baha, son of the Founder, Baha'u'llah. The National Bahá'í Council of the United States, the governing body of the Orthodox Bahá'ís in the U.S., is headquartered in Espanola, New Mexico. Marangella said that shortly after his appointment as President of the "Second International Baha'i Council" he had opened this envelope, to discover a brief note, signed by Remey, instructing him to "tell the Baha'i World that I appoint you to be the third Guardian of the Baha'i Faith".
Marangella's excuse for ignoring Remey's formal appointment of Harvey as his successor was that Remey was exhibiting irrational behaviour.
Joel Marangella alone continues to press his faded claim to the position that Remey had briefly bestowed on him and then withdrawn over thirty years ago.
