Dalli was first elected to Parliament in 1987 and since then he was re-elected in four other successive elections: in 1992, 1996, 1998 and 2003. He has served as Parliamentary Secretary for Industry (1987–1990), Minister of Economic Affairs (1990–92), Minister of Finance (1992–1996) and again 1998–2004) and Minister of Foreign Affairs and Investment Promotion (2004). Dalli participated actively in the political and economic thrust for the adhesion of Malta to the European Union and represented Malta in EU councils as Minister of Foreign Affairs.

From 1987 to 2004, he served as co-chairman of the Libyan-Maltese Joint Commission and was responsible for the maintenance of a friendly relationship between Malta and Libya in the difficult times of embargo and sanctions which the UN imposed on Libya. In February 2004 Dalli contested the election for the leadership of the Nationalist Party but was unsuccessful. He resigned from government after serving as Foreign Minister for three months from April to July 2004. His letter of resignation stated that he was resigning because of attacks by members of his own party. In fact the attacks were spearheaded by journalists who were well connected with Nationalist Party Officials and with officials within the office of the Prime Minister. On the 30th November 2006, the Maltese Court sentenced for two years in prison a person who admitted to fabricating a report that implicated corruption in the award of a contract for medical equipment when Mr. Dalli was Minister of Finance and politically responsible for the award of such contracts.

According to evidence given in court, this report had been handed to the Prime Minister weeks before Mr. Dalli's resignation. Mr. Dalli maitains that he was not made aware of such a report which later proved to be false. Mr. Dalli insists that this report trigerred the attacks which made his position in cabinet untenable.
