Horn was born in San Juan Bautista, California. He earned his bachelor's degree from Stanford University in 1953. He then went on to earn a master's degree in public administration from Harvard University in 1955. This was followed by earning a Ph.D. at Stanford University in 1958. He unsuccessfully ran for office in 1988 but was elected as a Republican to the One Hundred Third Congress and to the four succeeding Congresses.
