John Tsang was appointed as the Secretary for Commerce, Industry and Technology in August 2003. He is responsible for the policies of information technology, telecommunications, broadcasting, film services, innovation and technology, external commercial relations, industry and business support, intellectual property protection and inward investment promotion. Prior to the present post, John Tsang was Permanent Secretary for Housing Planning and Lands (Planning and Lands) from 2001 to 2002 and had taken an active role in assisting Michael Suen in implementing the housing policy of Hong Kong. John Tsang has a stong background in commerce and trading background. He was the Director-General of the London Economic and Trade Office from 1997 to 1999, Commissioner of Customs and Excise from 1999 to 2001. John Tsang is a best friend of the Chief Executive Donald Tsang. Before being the focal point of WTO protest recently, what he impressed Hong Kong citizens the most was his role of guardian to defend Donald Tsang on the Cyberport dispute in early 2005. His open letter to the public and his defense in a Panel on Information Technology and Broadcasting of the Legislative Council to shield the controversial Cyberport agreement between the SAR government and PCCW, brought him tons of criticisms. John Tsang studied architecture at the Massachusetts Institute of Technology. He also holds a Master Degree in bilingual education from Boston State College and a Master Degree in public administration from Harvard University's Kennedy School of Government. |
